Explain MGMA Announcement on Import License Application Credentials

The Myanmar Garment Manufacturers Association (MGMA) has recently announced that the owner, Managing Director, or Director of each member factory is required to personally visit the MGMA office to sign an acknowledgment letter confirming awareness of the username and password used to access the MGMA Online Portal.

Some may wonder why it is necessary for senior executives to visit the office in person for this matter. MGMAemp would like to explain the background of this requirement.

There have been several cases in which imports were conducted under a company’s name without the knowledge or awareness of the owners or executives who were officially endorsed as responsible parties. In some instances, owners were shocked to discover that multiple import transactions had been processed without their authorization or knowledge.

As is well known in the garment industry, factories import raw materials under tax exemption, as these materials are intended for 100% re-export after manufacturing. In return for this privilege, factories are legally responsible for exporting finished garments corresponding to each import shipment. These transactions are commonly referred to as CMP Imports.

Given this context, it is important to consider the potential risks: What if multiple CMP Imports were processed under your company’s name without your awareness?

Therefore, MGMA encourages responsible persons to reflect on the following questions:

  • Do you clearly know who is conducting import and export procedures on behalf of your company? Is it handled by an external agent?
  • Are you personally aware of the username and password used to access the MGMA Online Portal for import license recommendation applications?
  • Do you have the authority and ability to change the password if necessary?

If the answer to any of these questions is no, the situation may present significant risks and should be addressed promptly.

For these reasons, MGMA is seriously requiring that the responsible persons of member factories personally acknowledge and confirm their awareness of import-related transactions and system access credentials. This measure is intended to protect member companies and ensure transparency, accountability, and proper compliance in import and export activities.

此前已发生多起案例,部分企业名下的进口业务在业主或被正式指定为负责人之高层管理人员不知情的情况下被办理。在某些情况下,业主在事后发现公司名下存在多笔进口交易时,感到十分震惊,因为相关操作并未获得其授权或知情。

众所周知,在制衣行业中,工厂在进口原材料时可享受税务豁免,因为这些原材料将用于生产并须 100% 再出口。作为相应的法律责任,工厂必须根据每一笔进口材料完成对应的成衣出口。这类进口通常被称为 CMP 进口。

在此背景下,有必要认真思考潜在风险:如果在您不知情的情况下,公司名下出现多笔 CMP 进口,将会带来什么后果?

因此,MGMA 建议各会员工厂的负责人认真思考以下问题:

  • 您是否清楚目前是谁在代表公司办理进出口业务?是否由外部代理负责?
  • 您是否知悉用于登录 MGMA Online Portal 申请进口许可证的用户名和密码?
  • 如有需要,您是否拥有修改该系统密码的权限?

如果上述任何问题的答案是否定的,则可能存在重大风险,应及时采取措施加以处理。

基于以上原因,MGMA 严肃要求会员工厂的负责人亲自确认并签署相关文件,以确保其知悉公司的进口交易情况及系统登录权限。此举旨在保护会员企业利益,并加强进出口业务的透明度、问责机制及合规管理。


Although the requirement is not strictly tied to a specific date based on membership number, the Myanmar Garment Manufacturers Association (MGMA) has designated recommended visiting periods according to the serial numbers of member factories, in order to ensure a smooth and orderly process. The schedule is arranged as follows:

  • Serial No. 1 to 72: 3rd to 5th March 2026
  • Serial No. 73 to 144: 6th to 10th March 2026
  • Serial No. 145 to 216: 11th to 13th March 2026
  • Serial No. 217 to 288: 16th to 18th March 2026
  • Serial No. 289 to 360: 19th to 23rd March 2026
  • Serial No. 361 to 432: 24th to 26th March 2026
  • Serial No. 433 to 505: 30th March to 1st April 2026
